then, with the general aim of the resolutions I shrink from seeing them carried into literal effect. Since a popular electorate (especially in a community of so peculiar a character as that of Hong Kong) is not always a discriminating or reflecting entity, and is apt to be swayed by gusts of feeling which calmer reflection or riper and more responsible experience would temper, I beg to suggest it is eminently desirable in the interests of the Colony and of all concerned or interested therein, that any unofficial majority should consist of two European members nominated by the Governor; and that no decision of an unofficial majority should be effective which is not concurred in by the representative of the Chamber of Commerce and the two European members nominated by the Governor, or any two of them, unless it receives the express sanction of H. M's Principal Secretary of State for the Colonies.
Other effective methods, can, and doubtless will, come to the surface calculated to attain the object and safeguard the interests I have in view. I put forward the above suggestion as the method which has occurred to me. regard it of great importance that the Governor's power of nomination should be preserved.
